The Burden Called Commonwealth Games - Organisation and Logistics

Logistics have traditionally been a weak point in any event in India. Even small marriages and local functions suffer from bad organisation and insufficient control over the logistics. There is a reason for this. The various components in the whole system rarely function as one unit. In India every logistical component like a taxi, truck or even a local courier boy - works in a disorganized manner with scant regard to time and schedule responsibilities.

The reason for this lackadaisical attitude is chiefly remuneration. These people are usually underpaid and overworked. They usually do not own the vehicles they operate, nor are they a employed on a permanent basis. All this adds up to low wages and no job security. The people who operate these sets of taxis and trucks are also quite illiterate and in efficient having come mostly from the uneducated rural classes.

With the Commonwealth Games - 2010 at our doorstep, these ground realities lie completely neglected in the land of demo-crazy. Yes you read the last word right. We live in a demo-crazy rather than a democracy. Thinks like this are neglected because in a demo-crazy place, all forms of rules and laws are applied according to the whims and fancies of the ruling MLA. There is no uniform code of conduct that guarantees fair treatment in all areas of our country. Laws are made on paper and stay on them throughout their life, till they are replaced with another piece of paper with the "amendment" on it.

Thus most taxis do not have commercial licenses. The drivers don't have driving licenses. The taxis and small commercial vehicles have no system of being checked for road worthiness. The trucks and heavy commercial vehicles have a system on paper, but they are never followed up or checked. The taxi-agencies and tourism departments work at loggerheads. So as you can see it is a soup which can barely be comprehended, and quite far from being tamed for the few days that will be the Commonwealth Games 2010.

So here is some advice for the expats.

* Book your travel tickets as early as possible. Book train travel as soon as they are open for booking on your dates.(Booking is usually opened three months before date of travel for long distance trains)
* Book taxis with at least two different operators. Booking amounts may not be high compared to US/Europe standards so use your cash leverage to get a Plan B
* Try to get exact information from tour operators. Ask for the taxi license plate number of the designated taxi. Or the bus number which will leave on the booking date!
* Do not trust assurances like "Don't worry it will be done by the time you are here". Make sure all the promised services are actually in place before coming here.
