The investigating authorities, led by the Enforcement Directorate (ED), which on Wednesday appeared to close in on some key OC office-bearers and decided to interrogate them in a FEMA case, and the Comptroller and Auditor General (CAG) seized files relating to various construction projects undertaken by the CPWD and DDA, in an effort to expose the immense waste and corruption.
Not a bystander
Not to be viewed as a mute bystander, the Centre directed confiscation of Rs 183 crore bank guarantee furnished by Emaar-MGF, a private building contractor, against whom legal action has already been ordered after irregularities and deficiencies were detected in the Games Village which had become an eyesore following complaints of bad construction and poor hygienic conditions.
The direction means Emaar-MGF, which claims to have built the Burj Khalifa, the world’s tallest building, cannot encash the bank guarantee. But refuting charges of construction deficiency, Emaar-MGF said the Commonwealth Games Village was built to the “highest standards of quality and design”. In a statement it said: “All the pertinent milestones were achieved as per our scope of work.”
The government action came on a day after DDA submitted an interim report to the Urban Development Ministry in which it said there were “various deficiencies” and “irregularities” in construction of the Village and the builder had exceeded the permissible limits of construction.
BJP leader Sudhanshu Mittal, whose premises were searched by Income Tax officials on Tuesday, refuted corruption charges and accused the government of making him a “political scapegoat” and indulging in a “witch-hunt”.
Claiming that his company, Delhi Tents and Decorative, did business worth only Rs 29 lakh in CWG contracts out of the Rs 77,000 crore earmarked for various projects, Mittal said: “I am being made a political scapegoat.”
He said neither he nor any of his family members were involved in CWG projects. About his links with Deepali Designs, which had bagged contracts worth about Rs 230 crore, Mittal said he had joined the company as an independent director in February this year and resigned in July.
“I have not a single share in Deepali Designs. Neither any of my immediate family members has one share in the company. There was a request made to me to join the board of the company as an independent director. I joined in February this year and left in July,” he said.
However, the BJP made no effort to stand by Mittal, with party spokesman Prakash Javadekar saying, “our stand has already been stated. We have nothing more to say.” BJP President Nitin Gadkari had virtually snubbed Mittal in a press conference on Tuesday when, in reply to a question, he said: “Who Sudhanshu Mittal? I don’t know him. We are not concerned with them. Government should take action.”
The party, however, demanded the removal of Delhi Chief Minister Sheila Dikshit to ensure a fair investigation into allegations of corruption. The ED will likely issue summons to OC officials, including Secretary General Lalit Bhanot, in a case of alleged foreign exchange violation related to the Queen’s Baton Relay in London. The sources said the ED wants to confront the officials with certain documents that it has laid hands on.

CWG: India take 31st gold, tally highest in Games

NEW DELHI: Shooters Heena Sidhu and Annu Raj Singh won a gold in the 10-metre air pistol pairs event at the Commonwealth Games here Tuesday, taking India's gold tally to 31, the highest the country has earned in the Games' history.

India had won 30 gold medals at the Manchester Games eight years ago.

Of the 31 gold, 14 have come from the shooters at the Karni Singh Shooting Range.

World champion Tejaswini Sawant won the silver in the women's 50-metre prone event and 'Goldfinger' Samresh Jung and Chandrasekhar Kumar Chaudhary got the silver in the men's 25-metre standard pistol pairs' event.

At 13 hours IST Tuesday India's medals tally read: 31 gold, 25 silver and 28 bronze. With 64 gold, 42 silver and 39 bronze Australia remained table toppers. England were third with 28:49:36.

Soumyadeep Roy upset fancied Cai Xiaoli of Singapore 4-1 to enter the semi-finals of the men's singles table tennis event.

In the women's 10-metre air pistol, India, Australia and Canada were tied for the gold with 759 points each. Canada got the bronze on the basis of lesser number of perfect 10s - they shot 14. India and Australia had 21 each. India bagged the gold on the basis of count-back.

Tuesday evening India will take on England in the men's hockey semi-final. The winner will face world champions Australia who beat arch-rivals New Zealand 6-2 in the morning.

A second dope case, also involving a Nigerian athlete, has been found, Commonwealth Games Federation Mike Fennell told reporters.

"We have had a second anti-doping code violation. Nigeria's Samuel Okon, a 110-metre hurdler, has tested positive for the same Methylhexaneamine substance," Fennell said.

Fennell announced Monday that Nigerian athlete Osayemi Oludamola, who was awarded gold in 100 metres race after Australian Sally Pearson was disqualified for false start, had tested positive for Methylhexaneamine substance.

She has been provisionally suspended. A decision on withdrawing her gold medal will be taken after the results of test of her B sample are received.

"This is an enormous event for India. Sport has changed so many things in our life and I am certain that when you have events like this, it is bound to have a big impact on the sporting scenario in India. This event will certainly change India's image from being a one sport country," he said.

Such Games are important for smaller countries like Antigua and Barbuda and it gives a big platform for the athletes to perform," Richards told IANS in an interview at the Jawaharlal Nehru Stadium.
The 58-year-old said he always believed that India will pull through, in spite of delay in getting the facilities ready which led to criticism and doubts about the country's ability to host a multi-discipline international event since the 1982 Asian Games.
"I had no doubts on India. I used to come here as a cricketer and always enjoyed the enthusiasm and the Indian way for life, in terms of loving and enjoying their sport. I was cent percent sure of India's ability, specially Delhi," he said.

CWG Gymnastics: Ashish wins silver

New Delhi: Ashish Kumar followed up his historic first-ever medal in gymnastics with a silver in the men's vault at the Commonwealth Games here Friday.

Ashish, who won a bronze in floor exercises Thursday, was among the favourites to win gold but he had a faulty landing, going for a two and half forward somersault on the second attempt that cost him 0.3 penalty points as also the gold.
Coach Vladimir Chertkhov was delighted by India's progress.
"I am passionate about the game and want to show the Indian government that gymnastics is the most watched event after athletics and aquatics in the Olympics. We now have a strong foundation but need to keep up the good work," he said.

CWG: Scrap dealers were given unsold tickets

New Delhi (IANS)- Following reports that tickets of several Commonwealth Games events were sold to scrap dealers as waste paper, the Organising Committee Friday said those were "unsold tickets of previous events".

"The tickets which were given to scrap dealers were unsold tickets of previous events," said an official of the Organising Committee.

Media reports Friday pointed out irregularities in CWG ticket sales.

According to the CWG ticket helpline, all the tickets for finals of badminton, hockey and tennis matches have already been sold out. Even the Rs.750 tickets for the closing ceremony are sold out and only high-end tickets of Rs.4,000, Rs.20,000 and Rs.50,000 are available.

If you thought the aerostat — one of the highlights of the opening ceremony on Sunday — was impressive, get ready for round two.

The helium balloon, brought to India at a cost of Rs 38 crore, will be making its second appearance in the closing ceremony. Confirmed Bharat Bala, creative consultant and part of the core cultural committee of the organising committee (OC), ‘‘ The aerostat will be a significant part of the closing ceremony. We will be using it more extensively.’’ The helium balloon, which is one of the most expensive props that has been used for a sports event till date, was used as a canvas for the various acts that were conceptualized for the opening ceremony.

Interestingly, the mirrors that are placed on the balloon’s underbelly were merely used to reflect the lights that were beamed from the field of play. Sources, however, claim the mirrors would be used as more than reflecting fields during the closing ceremony. ‘‘ There are various segments in the closing ceremony, including one on martial arts from various parts of India. The aerostat will be used more extensively in these segments than it was used during the opening ceremony ,’’ said a senior OC official.
And while Bala wouldn’t divulge details of the ceremony, he admitted that there was a more ‘‘ unique’ ’ role earmarked for the balloon in the next instalment . Added Bala, ‘‘ The opening ceremony was based on traditional Indian culture and heritage. The closing ceremony will be very different and will be based on the universal theme of love.’’ Added Leena Singh, part of the Ashima-Leena label, ‘‘ The brief given to us was simple: the costumes should be a reflection of diverse yet unified fabric of India .’’ Singh’s label is designing the costume of two segments — martial arts and Vande Mataram.

The closing ceremony rehearsals will also see the addition of performers from Glasgow for the closing ceremony. Similar to what India did in the Melbourne Games 2006, the closing ceremony here will see Scotland showcase a slice of its offering as a teaser of the Commonwealth Games 2014. Sources said the performers from Scotland were expected to be here within a few days, so as to perform their own rehearsals. In 2006, India had got a 7-minute segment at the end of the Melbourne Games.

In fact, even as the rest of the OC was basking in the successful launch of the Delhi Games 2010 with a spectacular opening ceremony, preparations for the closing ceremony are underway. Sources said rehearsals for the closing ceremony had in fact, been ongoing along with the opening ceremony rehearsals. ‘‘ The performers took it easy today but now the pace of the rehearsals will pick up again,’’ said a source.

India on Sunday put behind a nightmarish and scandalous build-up to the Games to come up with a dazzling and vibrant opening ceremony for the Commonwealth Games -- the country's biggest sporting spectacle, watched live by a global audience of around three billion.

Against the backdrop of an early October sunset, the spanking new Jawaharlal Nehru stadium turned into a golden hue as the Rs 44 crore aerostat lifted into the skies and a bevy of puppets danced and over 800 drummers heralded the event.
A spectacular laser fireworks show lit up the evening sky and India took a giant leap, 28 years after it hosted the Asian Games.

In a neat diplomatic compromise, Prince Charles, representing Queen Elizabeth, the head of the Commonwealth, and President Pratibha Patil did the honours at the inaugural ceremony, amid thunderous cheers from the capacity 60,000 crowd.

"I have much pleasure in declaring the 19th Commonwealth Games open," the Prince of Wales said, reading out a message from from his mother Queen Elizabeth, the head of the Commonwealth.
This was followed by the address of President Patil, who concluded by saying, "The 2010 Commonwealth Games in Delhi are now open; let the Games begin," signalling the formal commencement of the sporting extravaganza.

Dedicated CWG traffic lanes spell doom

New Delhi: Delhi commuters should brace themselves for a manic Monday, as the Delhi police have decided that the traffic advisory for Sunday will be effective on Monday as well.
This means, between 8 am and 8 pm on Monday, there will be a dedicated lane for Commonwealth Games athletes and officials.
The roads to be avoided are:

•Games Village to NH-24
•Ring Road up to Barapullah flyover
•4th Avenue, Lodhi Road
•Safdarjung Road
•Kamal Ata Turk Marg
•Panchsheel Marg

On Sunday, traffic on some roads which has exclusive Commonwealth Games lanes saw heavy rush as city police enforced restrictions on such stretches for 12 hours during the day.
A large number of traffic personnel were fanned out across the city to facilitate Commonwealth Games-related traffic as athletes are scheduled to visit practice venues spread across the city.
"To give facilitation to Games-related traffic, exclusive Games Lanes were maintained from 8:00 am to 8:00 pm on certain stretches of roads in Delhi," Joint Commissioner of Police (Traffic) Satyendra Garg said.
A traffic motorcycle blowing a siren and traffic personnel at intersections will inform people about the movement of Games-related traffic.
At the time of movement, people are expected to give precedence to Games-related traffic even on the roads where an exclusive Games lane is not operational at that time.
Anyone deliberately straying into the lanes while they are operational will attract a fine of Rs. 2,000.
These exclusive lanes were from Games Village to NH-24, turn left Ring Road upto Barapullah flyover, 4th Avenue, Lodhi Road, Safdarjung Road, Kamal Ata Turk Marg and Panchsheel Marg.
"The exclusiveness of Games Lane on this stretch will be maintained from tomorrow up to October 16," Garg said.
In addition to the above stretch, additional routes may also come for operation of exclusive Lane from the dates to be intimated later.
"All road users are expected to maintain the sanctity of the dedicated lane. They should avoid getting into the dedicated lane and if inadvertently they enter the lane, they should immediately come out of it," he said.
Till the intimation, public will be able to use Games Lane on other stretches for their movement except for the time when there is Games-related movement.

Soft opening of Games Village on Sept 16

Organising Committee Commonwealth Games 2010 Delhi on Saturday said that the soft opening of the Games Village will happen as scheduled on Thursday (September 16)."
Everything is in place and the Games Village is ready to welcome its residents,” Organising Committee Secretary-General Lalit K Bhanot, said. “Its formal opening is scheduled to be held on Sepetmber 23 when the contingents start arriving in Delhi.”

He said that there was no water or electricity problem in the residential zone/Games Village.

“The state-of-the-art Village kitchen has been installed and started functioning in the Residential Zone in the Village,” Bhanot said. “The caterer, Delaware North, has already tested the equipment. The first meals will be served on Monday, September 13.”

Bhanot said everything is in place for Delhi to stage the best Commonwealth Games. “Be it the Village or the competition venues, all facilities have been designed with the athlete in mind. We have worked to ensure that the athletes enjoy these and showcase their talent.”

After World title, Sushil eyes CWG gold

After breaking an almost six-decade jinx with his gold medal winning feat at the World Championship, wrestler Sushil Kumar has set his eyes on next month's Commonwealth Games, where he believes India can get to see about 15 champions.

Sushil on Saturday defeated local favourite Gogaev Alan 3-1 in the final to clinch the title in Moscow, an achievement for which India had to wait for 59 years.

The world champion now wants to win a gold at next month's Commonwealth Games.
"Winning gold medal at World Championships is a huge achievement for me after Beijing Olympic Games and before the Commonwealth Games. My next target is to win a gold medal in the Delhi Games," the Haryana grappler said.

"I feel really fortunate to become the first ever Indian wrestler to win a gold at the World Championship. I have been able to achieve this because of the entire country's support and blessings."

Bad news for CWG, MeT Dept predicts more rains

In what appears to be further bad news for Delhi's preparations for the Commonwealth Games, the MeT Department has said that heavy rains are likely to continue in northern India, including in the capital, for some more days.

In its weekly forecast, it said the western end of the monsoon is likely to oscillate north-south of its normal position leading to fairly widespread rainfall with heavy falls over Uttar Pradesh, Uttarakhand, Himachal Pradesh, Haryana, Chandigarh and Delhi during the half of the week.

The rains are likely to decrease thereafter in these regions, the Weather Office said.

The withdrawal of the southwest monsoon normally starts from western parts of Rajasthan around September one.

"However, in view of north-south oscillation of monsoon trough and continuation easterly flow over northwest India, the withdrawal of monsoon is not expected to commence till middle of September," the weather agency has predicted.

The city has so far received 792.4 mm of rains since July five when the monsoon hit the capital. This is an excess of over 120 mm of rains so far.

This month alone, the city rain gauges has measured over 80 mm of rains.
The authorities have blamed the rains for non-completion and extension of deadlines of Games-related projects, which were already running behind schedule.

Olympics medallist Rajyavardhan Singh Rathore to miss CWG 2010

Even as the list of international star-pullouts continues to grow, a disappointing news greets India as Athens Olympics silver medallist Rajyavardhan Singh Rathore will not be representing the country at the upcoming Commonwealth Games (CWG) 2010.

Rathore will not be a part of the Indian shooting team at the Delhi Commonwealth Games as he has been disqualified for selection after missing the trials.

It is unclear as to why Rathore, a double trap shooter, missed the trails.

Appearing in the trials is necessary to be considered for selection. Both Beijing Olympic gold medallist Abhinav Bindra and Gagan Narang appeared for the three-day trials in Pune.

"Since he did not turn up at the trials, he stands disqualified for selection. He has not spoken to us why he missed it," National Rifle Association of India (NRAI) secretary Rajeev Bhatia told a news agency.

The national selection meeting will be held on Wednesday, Sep 1 and Rathore will not be considered as NRAI had made it clear that only shooters who appear in trials will be considered for selection.

Rehman released the theme song for Commonwealth Games 2010

Finally Delhi got the theme song for Commonwealth Games 2010. Within two hours of the song's release on Saturday, the AR Rahman composition for the Commonwealth Games 2010 had been downloaded more than 7,000 times.

Predictably, Rahman refused to say much about the song, except that he had been working on it for six months and was tweaking it till last night.

He said he preferred the song, which is mostly in Hindi, to speak for itself. Free downloads are not officially available as officials said CDs of the song would be made available to sell, later.

The song release, which took place at the Kingdom of Dreams, owned by Wizcraft who are also the event organisers of the ceremonies for the Games, saw Kalmadi promise many medals for India in the Commonwealth Games.

Delhi CM Sheila Dikshit, who had come with her family including son Sandeep Dikshit, was equally optimistic about the preparations, claiming all is well.

CWG: 495 Indian sports persons to compete

A huge contingent of 495 Indian athletes will compete for 829 medals at the upcoming Commonwealth Games, to be held in New Delhi from October 3-14.

These sportspersons would be short-listed by the end of this month from 838 core probables, undergoing training at various SAI and Non-SAI centres.

Core Indian probables, including 353, women in 17+1 (Para-Sports) disciplines have been training under the scheme "Preparations of Indian Teams for CWG 2010".
A total number of 176 camps have been conducted till date and 150+ foreign visits/exposures have also been organised since August 2008.

The government in June 2008 had approved, for the first-time ever in India, a scheme with an outlay of Rs 678 crore to prepare Indian sportspersons for the mega event.
Initially, 1140 sportspersons from 17 disciplines were selected as core probables, and imparted intensive training.
After evaluating outcomes of the training inputs, core probables were pruned down to 838.

Home Ministry overrules OC decision, to deploy NSG commandos at Village

Taking no chances with the security of Commonwealth Games athletes, the Home Ministry has overruled the Organising Committee (OC), headed by Suresh Kalmadi, and decided to station a detachment of 62 armed National Security Guards (NSG) elite commandos at the Games Village on a round-the-clock basis to prevent any untoward incident.
Sources said that the decision was taken last week even though the OC did not want any overt presence of armed commandos at the Games Village. The organisers had felt that constant patrolling by commandos may not make sportspersons from other countries feel at home.
However, there would be no deployment of Army personnel for the Games even though Cabinet Secretary K M Chandrasekhar was in favour of colonel-level officers acting as security advisors during the event. The overall security will be handled by the NSG, Delhi Police and 135 paramilitary companies.

Officials to oversee CWG stadiums

In a desperate move to wrap up all Commonwealth Games construction on time, the government Thursday named a 10-member team of top bureaucrats to oversee work at all the stadiums.

The officials, of the rank of additional secretary and joint secretary, were named by the Cabinet Secretariat, each made in charge of one stadium, a government spokesman said.

The appointments came on a day when United Progressive Alliance (UPA) chief Sonia Gandhi made it plain that the October Games were "a matter of national pride and efforts should be made to hold them successfully".

Thursday's move followed widespread reports of corruption and delays in the preparations for the Games, prompting Prime Minister Manmohan Singh to meet ministers and officials Saturday to review the works.

The newly appointed officials will report direct to Cabinet Secretary K.M. Chandrasekhar, the spokesman said.

The officials include J.S. Deepak, who will be in charge of the sprawling Commonwealth Games village coming up on the banks of the Yamuna river.

The Indira Gandhi stadium will be overseen by R.C. Misra and the Jawaharlal Nehru Stadium in the city's heart which will host the opening and closing ceremonies by S.R. Rao.

Earlier Thursday, Commonwealth Games Federation president Mike Fennel met Delhi Chief Minister Sheila Dikshit for about 30 minutes to discuss issues related to the Games and infrastructure development.

He had Wednesday inspected various stadiums.

The Games will be held here Oct 3-14 with participation from 53 countries.

Commonwealth Games Federation President Michael Fennell, who is on a two-day visit to New Delhi, will inspect various stadiums on Wednesday and meet the government officials to get an update on security for the 2010 Games beginning on October 3.

The arrival of Fennel against the backdrop of a spate of controversies surrounding the Delhi Commonwealth Games is looked upon keenly especially after a few participating nations raised doubts about security issues during the mega event.

Earlier on Monday, Organising Committee Vice-Chairman Randhir Singh assured that all the stadiums are in top-class shape and will be ready within a week.

Fennel during his visit to New Delhi in March earlier this year expressed optimism that Delhi will put up a first-class show as host of the XIX Commonwealth Games, and said he was satisfied with the preparations the 2010 Games.

OC lost 6 crore in CWG fraud deal

The Comptroller and Auditor General (CAG) rejected the CWG organising committee’s contention that Maxxam International was the most experienced to be the consultant for the Queen’s Baton Relay (QBR) in London last year though it had presented a Rs 8 crore bid for the contract - almost Rs 6 crore more than the bids of the other two contenders.

Thus, the CAG interim report says, the OC incurred avoidable expenditure of over Rs 6 crore. In another instance, the OC lost out on revenue worth Rs 24.6 crore as it hired a firm for consultancy on broadcasting rights. Of the two firms, SMAM and Fast Track Events, London, the OC hired the latter, which had asked for a higher commission percentage.

The OC also incurred a potential loss due to deficiency of services. The CAG maintained that it was agreed to hire the firm in question as a consultant only on the basis of suggestions made by the Commonwealth Games Federation (CGF) president, Mr Mike Fennell, the chief executive officer of CGF, Mr Mike Hooper, and Mr Kalmadi. No detailed technical evaluation of bidders was carried out, the CAG pointed out.

OC officials reportedly maintained that the firm did an excellent job and exceeded the target of Rs 120 crore through sales of TV rights. Mr Fennell, too, has rejected the CAG’s allegations.

Probe into corruption charges in CWG after event

Responding to concerns over charges of corruption in Commonwealth Games preparations, the government today said it was ready for any level of probe but made it clear that it could be done only after the mega sporting event gets over on October 15.,

Replying to a debate in the Lok Sabha on CWG preparations, Sports Minister M S Gill, however, rejected demands for a Joint Parliamentary Committee probe.

He noted that everyone was concerned over preparedness as it related to the country's image but insisted that the event would be held with grandeur.

Opposition BJP staged a walkout, irked by Gill's remarks that the members could use RTI to seek details of spendings on projects. Leader of Opposition Sushma Swaraj said Gill had"insulted" Parliament by suggesting that RTI was above it.

While leaving the House, BJP members were heard chanting"we want JPC".

CWG scam: TS Darbari’s services terminated by OC

Commonwealth Games Organising Committee's suspended Joint Director General TS Darbari's services were terminated by the OC on Monday.

Earlier, the Enforcement Directorate had asked Darbari to appear before an enquiry committee. He reached the ED office to give his version of the story.

Darbari was, reportedly, quizzed over the charges of financial impropriety in the upcoming games.

Darbari had earlier claimed that he was not involved in the Queen’s Baton Relay financial irregularities case and has become a victim of media campaign.

The Sports Ministry suspended Darbari, a close side of Commonwealth Games Organising Committee Chairman Suresh Kalmadi, after censure on Thursday.

The names of Darbari and CGOC Deputy Director General Sanjay Mohindroo figured in the investigations into alleged irregularites into services provided during the Queen’s Baton Relay in London.

He was suspended along with Mohindroo after irregularities were revealed in payouts to a UK-based firm, which provided services such as car rentals during the Queen’s Baton Relay launch in London.

Government ready for CBI probe into graft charges related to CWG

NEW DELHI: Government on Friday said it was willing to ask the CBI to look into charges of irregularities by state agencies involved in Commonwealth Games projects and accused the opposition of projecting incorrect figures on the expenditure incurred for the mega event.

"Rs 11,500 crore is the actual expenditure...The figures of Rs 50,000 crore and Rs one lakh crore are totally incorrect," Union Minister for Urban Development S Jaipal Reddy told reporters outside Parliament.

On allegations of corruption in the projects related to the Games, Reddy said, "Government agencies may have committed some irregularities. Each of the allegations will be looked into. We can even ask the CBI to look into them.”

The issue of alleged large-scale corruption in CWG projects today rocked Lok Sabha with the entire opposition attacking the government, accusing it of allowing "loot" of public money. The Left demanded a Joint Parliamentary Committee (JPC) to probe the charges.

Reddy, who heads the Group of Ministers on the Games, was not allowed to respond to the charges by the opposition, which wanted the reply only after a full-fledged debate.

Reddy said that he was not concerned with the Games directly as the Sports Ministry was looking into it. "However, I wanted to respond to it as the Chairman of the Group of Ministers. I have been an MLA or an MP for 42 years. Never before has a minister not been allowed to speak when he wanted to," the Minister said.

Reddy said the CWG Organising Committee, which has been facing allegations of corruption, should not be confused with government agencies.

"The Organizing Committee is a totally independent organisation like the BCCI...If there have been problems and allegations about the Organising Committee, the government can initiate enquiry. All investigating agencies - CVC, CAG, Enforcement Directorate, FEMA will act," he said.

Asked about the delay in completion of the projects related to the Games, the minister said, "I would not completely deny it.”

Reddy blamed shortage of labour in Delhi as one of the reasons for the delay. He said the success of MGNREGA -- Centre's flagship employment guarantee programme -- was a reason why few workers were available for the projects as they now had work in their villages.

On the opposition questioning the holding of Games in Delhi, the Union Minister said that the decision was taken by the then Atal Bihari Vajpayee government in 2003.

"When the UPA came to power, it was out moral and political responsibility to discharge our duty," he said.

New Delhi: The Centre is unwilling to act against Commonwealth Games boss Suresh Kalmadi until the Games are over. But as pressure is mounting, the Congress party is finding it difficult to defend its member of Parliament. The party is now distancing itself from the corruption charges.

Meanwhile, the Commonwealth Games Federation chief Mike Fennel has also demanded action against the guilty.

However, sources in the Congress say the party is of the opinion that some of the overlays are unrealistic for which Kalmadi will be asked to explain. The Congress leadership is waiting for the Games to be over. The leadership wants the investigation to take its own course and says Kalmadi should have been more transparent.

But the party leadership also wants facts on the alleged CWG 2010 corruption to come out. Sources say that the government will issue a statement saying action will be taken against the guilty. But the government is looking for more proofs before any action is initiated.

The government feels Kalmadi's exit just before the Games could be embarrassing for the country. But the Opposition and especially the BJP is likely to make the CWG corruption an issue in parliament on Wednesday.

Congress spokesman Shakeel Ahmed said: "We all want to know the answers. But our priority is the Games. Law can take its own course later."

"Everybody wants to know the answer, if there has been problems in the CWG. We don't want the image of India to get tarnished but we also want the culprits should not go scot free," he added.

Even the main sponsor of the Games, the Indian Railways, has sought an undertaking on where the sponsorship money will go and stopped short of threatening to pull out.

Railway sources said: "We understand Games preparations are underway and while our priority remains successful games, we would also like an assurance that all deals and approvals sought are above board."

Simply put, the government is concerned about the scam but wants its ministries, which are yet to begin involvement with the Games, to ensure fair play.

On the other hand, the Opposition wants the prime minister to assure the House that the Games will be done fine and there will be a joint parliamentary probe (JPC) into the scandal.

Organising Committee starts initial venue take-over process: SG

Organising Committee Commonwealth Games 2010 Delhi (OC CWG Delhi 2010) has started the initial venue take-over process. Addressing a press conference organised in the Games headquarters OC CWG Delhi 2010 Secretary General (SG) Dr. Lalit Bhanot said, “As per the deadline obligations, the OC has started the initial process to take over all the competition venues from 1 August. OC’s Venue Operations’ team has moved to all the stadiums.”

“They have started assessing the situation, inventory along with the service manager who is the representative of the venue owners. The assessment will continue for few more days in case of bigger venues like Jawahar Lal Nehru Stadium; and we are expecting early reports from smaller venues,” the SG said.
Dr. Bhanot added, “After getting the reports from our venue operations’ team we will formally move into the venues. Almost 700 people have already shifted to the venues. Overlays work has already started from 15 July 2010. By 15 August we will shift formally to most of the venues and by 30 August in the remaining venues.”

Usain Bolt to miss Commonwealth Games, says coach

Double Olympic and world sprint champion Usain Bolt will not compete at the 2010 Commonwealth Games in October.

Bolt, who missed the 2006 Games through injury, will be absent from Delhi to instead continue his ongoing build-up for the London 2012 Olympics.

And his coach Glen Mills said the 100m and 200m world record holder was always set to skip the Commonwealth Games.

"Bolt made it known long ago that he is not going to the Commonwealth Games," Mills told trackalerts.com.
Organisers still hope the Jamaican will make the event.

The Commonwealth Games' organising committee's chairman Suresh Kalmadi had suggested in 2009 that Bolt was certain to be the star attraction.

However, that was dismissed by Bolt's agent Ricky Simms, who said in January that the 23-year-old would probably miss Delhi to focus on London 2012 as well as the World Championships in 2011 and 2013 and this year's Diamond League meetings.

Bolt has been nursing a minor Achilles tendon problem and missed last week's Diamond League meeting in New York, but Mills said that injury was not the reason for his absence from next week's Jamaican trials.

Bolt stunned the sporting world in August 2008 by winning the 100m and 200m Olympic golds in world record times in Beijing, and then repeated the feat at the 2009 World Championships in Berlin.
In Bolt's absence, Jamaican team-mates Asafa Powell and Omar Brown won the sprint events in Melbourne, though the winning times of 10.03 seconds and 20.47 do not bear comparison to Bolt's records of 9.58 and 19.19.

World champion heptathlete Jessica Ennis has already confirmed she will miss this year's Games, while Olympic gold medal winning cyclist Victoria Pendleton has said she could also skip Delhi because of scheduling complications.

The Games, which run from 3 to 14 October and feature 17 sports, will be broadcast by the BBC, with coverage on TV, radio, online, iPlayer and mobile.

Commonwealth Games: Delhi's Mission Impossible?

New Delhi: The rugby stadium for the Commonwealth Games is ready. It was inaugurated on Thursday by Sports Minister MS Gill and Chief Minister Sheila Dikshit at the Delhi University Campus. The Rugby Sevens event will be held at this venue, which has been built at a total cost of Rs 300 crore. The state-of-the-art complex, spread over an area of 10,000 metres, will also be the training venue for netball, boxing, women's wrestling and athletics.

But elsewhere things don't look as good. The roof of the Yamuna Sports Complex, that will host the table tennis and archery events has collapsed. That will take at least two weeks to fix, something the Archery Association is not amused about. "Greater the delay, greater the cost and the compromise with the quality and problems will be created", said the Archery Association chief VK Malhotra.

The Delhi Development Authority (DDA) is building the Yamuna sports complex says things are under control, a sentiment echoed by the Commonwealth Games Organising Committee. It's Secretary General Lalit Bhanot said, "The roof has not crashed, water blockage of drains is different from a roof collapse."

This is not the first monsoon setback for the games. Last week rain water entered the badminton and squash stadia at another Games venue. All civic agencies have said the stadia will be ready on time. The Games, which begin on October 3, will have 17 disciplines to be held at six venue clusters and five stand-alone stadia. The big worry now is that delays may not leave enough time to properly test the facilities at the different venues.

The countdown is ticking for a nation that still looks like a messy construction site with roads filled with rubbles, new construction boards pulled up every week, beggars and thieves lurking in every corner, and common man grumbling over rising taxes to pay for the Common Wealth Games.
Indeed, Delhi hasn't looked such cluttered before, in spite of day and night preparations to present it in its Sunday best. Come October and 8,000 athletes, over 10,000 visitors and 30,000 volunteers would land in Delhi from 71 different countries. But, are we both as a nation and as individual citizens prepared for the BIG event?

Is the Infrastructure Ready?
Common man knew from the year 2003 that the Games are coming. Yet, the government sprung into action just over a few months back, when the clock's hand started ticking harder in its head.
Benjamin Franklin once said, "He that rises late must trot all day." And that is just the case here. Since the start of the construction, dozens of construction workers have died and even today thousands are laboring in unsafe conditions. Michael Fennell, the head of the Commonwealth Games, has openly expressed his disappointment with the pace at which the construction has been going.
The stadiums are scheduled to be finished in June.
Security Concerns
Security is yet another major concern. The recent case of shifting IPL to South Africa once again leaves us with the question, "Would it be truly safe?"
To avoid any Lahore-like attack, the Centre has sanctioned nearly Rs 330 crore to Delhi Police to upgrade its inventory and equipments, which includes X-ray scanners, Door Frame Metal Detectors, Hand Held Metal Detectors, vehicles, communication equipment, etc.
Home secretary G.K. Pillai has ensured that there would be 2,000 CCTV cameras operating on the roads apart from those inside the competition venues to ensure the safety of the athletes, visitors and the citizens. There seems no credible threat to the Commonwealth Games, yet the government is taking all precautions.
Though Michael Fennell is satisfied about security arrangements here, yet he is still concerned about ticketing, food quality, logistics and accommodation.
Traffic in Delhi
A lot has been done, yet the need still prevails. The Indira Gandhi International Airport has witnessed the formation of the longest runway in Asia, 4.43 meters, for double sided landing and takeoff to accommodate the huge air traffic. A six-lane national highway NH8 has been built for well connectivity with the airport to ensure a better transport for the visitors.

There is no maintenance of the grounds and nothing like a staff to take care of stadiums in general.

This fact founds evidence when we see the grave condition of stadiums used in the Asian Games in 1982. For people to appreciate the games and prepare for a better future, proper sports culture needs to be inculcated in the minds of Indian public.
