But refuting charges of construction deficiency, Emaar-MGF said the Commonwealth Games Village was built to the “highest standards of quality and design”. In a statement it said:&amp;nbsp; “All the pertinent milestones were achieved as per our scope of work.” &lt;br /&gt;The government action came on a day after DDA submitted an interim report to&amp;nbsp; the Urban Development Ministry in which it said there were “various deficiencies” and “irregularities” in construction of the Village and the builder had exceeded the permissible limits of construction.&lt;br /&gt;BJP leader Sudhanshu Mittal, whose premises were searched by Income Tax officials on Tuesday, refuted corruption charges and accused the government of making him a “political scapegoat” and indulging in a “witch-hunt”. &lt;br /&gt;Claiming that his company, Delhi Tents and Decorative, did business worth only Rs 29 lakh in CWG contracts out of the Rs 77,000 crore earmarked for various projects, Mittal said: “I am being made a political scapegoat.” &lt;br /&gt;He said neither he nor any of his family members were involved in CWG projects. About his links with Deepali Designs, which had bagged contracts worth about Rs 230 crore, Mittal said he had joined the company as an independent director in February this year and resigned in July. &lt;br /&gt;“I have not a single share in Deepali Designs. Neither any of my immediate family members has one share in the company. There was a request made to me to join the board of the company as an independent director. I joined in February this year and left in July,” he said. &lt;br /&gt;However, the BJP made no effort to stand by Mittal, with party spokesman Prakash Javadekar saying, “our stand has already been stated. We have nothing more to say.” BJP President Nitin Gadkari had virtually snubbed Mittal in a press conference on Tuesday when, in reply to a question, he said: “Who Sudhanshu Mittal? I don’t know him. We are not concerned with them. Government should take action.”&lt;br /&gt;The party, however, demanded the removal of Delhi Chief Minister Sheila Dikshit to ensure a fair investigation into allegations of corruption. The ED will likely issue summons to OC officials, including Secretary General Lalit Bhanot, in a case of alleged foreign exchange violation related to the Queen’s Baton Relay in London. With 64 gold, 42 silver  and 39 bronze Australia remained table toppers. England were third with  28:49:36.          &lt;br /&gt;&lt;br /&gt;Soumyadeep Roy upset  fancied Cai Xiaoli of Singapore 4-1 to enter the semi-finals of the  men's singles table tennis event.          &lt;br /&gt;&lt;br /&gt;In the women's 10-metre air pistol, India, Australia and Canada were  tied for the gold with 759 points each. Canada got the bronze on the  basis of lesser number of perfect 10s - they shot 14. India and  Australia had 21 each. India bagged the gold on the basis of count-back.           &lt;br /&gt;&lt;br /&gt;Tuesday evening India will take on  England in the men's hockey semi-final. The winner will face world  champions Australia who beat arch-rivals New Zealand 6-2 in the morning.           &lt;br /&gt;&lt;br /&gt;A second dope case, also involving  a Nigerian athlete, has been found, Commonwealth Games Federation Mike  Fennell told reporters.          &lt;br /&gt;&lt;br /&gt;"We have  had a second anti-doping code violation. Nigeria's Samuel Okon, a  110-metre hurdler, has tested positive for the same Methylhexaneamine  substance," Fennell said.          &lt;br /&gt;&lt;br /&gt;Fennell  announced Monday that Nigerian athlete Osayemi Oludamola, who was  awarded gold in 100 metres race after Australian Sally Pearson was  disqualified for false start, had tested positive for Methylhexaneamine  substance.          &lt;br /&gt;&lt;br /&gt;She has been  provisionally suspended. Confirmed Bharat Bala, creative consultant and  part of the core cultural committee of the organising committee (OC), ‘‘  The aerostat will be a significant part of the closing ceremony. We  will be using it more extensively.’’ The helium balloon, which is one of  the most expensive props that has been used for a sports event till  date, was used as a canvas for the various acts that were conceptualized  for the opening ceremony.          &lt;br /&gt;&lt;br /&gt;Interestingly, the mirrors that are placed on the balloon’s underbelly  were merely used to reflect the lights that were beamed from the field  of play. Sources, however, claim the mirrors would be used as more than  reflecting fields during the closing ceremony. ‘‘ There are various  segments in the closing ceremony, including one on martial arts from  various parts of India. The aerostat will be used more extensively in  these segments than it was used during the opening ceremony ,’’ said a  senior OC official.          &lt;br /&gt;And while          Bala           wouldn’t divulge details of the ceremony, he admitted that there was  a more ‘‘ unique’ ’ role earmarked for the balloon in the next  instalment . Added Bala, ‘‘ The opening ceremony was based on  traditional Indian culture and heritage. The closing ceremony will be  very different and will be based on the universal theme of love.’’ Added  Leena Singh, part of the Ashima-Leena label, ‘‘ The brief given to us  was simple: the costumes should be a reflection of diverse yet unified  fabric of India .’’ Singh’s label is designing the costume of two  segments — martial arts and Vande Mataram.          &lt;br /&gt;&lt;br /&gt;The closing ceremony rehearsals will also see the addition of  performers from Glasgow for the closing ceremony. Similar to what India  did in the Melbourne Games 2006, the closing ceremony here will see  Scotland showcase a slice of its offering as a teaser of          the  Commonwealth Games          2014. Sources said the performers from  Scotland were expected to be here within a few days, so as to perform  their own rehearsals. Delhi commuters should brace themselves for a manic Monday, as the Delhi police have decided that the traffic advisory for Sunday will be effective on Monday as well.&lt;br /&gt;This means, between 8 am and 8 pm on Monday, there will be a dedicated lane for Commonwealth Games athletes and officials.&lt;br /&gt;The roads to be avoided are:&lt;br /&gt;&lt;br /&gt;•Games Village to NH-24&lt;br /&gt;•Ring Road up to Barapullah flyover&lt;br /&gt;•4th Avenue, Lodhi Road&lt;br /&gt;•Safdarjung Road&lt;br /&gt;•Kamal Ata Turk Marg &lt;br /&gt;•Panchsheel Marg&lt;br /&gt;&lt;br /&gt;On Sunday, traffic on some roads which has exclusive Commonwealth Games lanes saw heavy rush as city police enforced restrictions on such stretches for 12 hours during the day.&lt;br /&gt;A large number of traffic personnel were fanned out across the city to facilitate Commonwealth Games-related traffic as athletes are scheduled to visit practice venues spread across the city.&lt;br /&gt;"To give facilitation to Games-related traffic, exclusive Games Lanes were maintained from 8:00 am to 8:00 pm on certain stretches of roads in Delhi," Joint Commissioner of Police (Traffic) Satyendra Garg said.&lt;br /&gt;A traffic motorcycle blowing a siren and traffic personnel at intersections will inform people about the movement of Games-related traffic.&lt;br /&gt;At the time of movement, people are expected to give precedence to Games-related traffic even on the roads where an exclusive Games lane is not operational at that time.&lt;br /&gt;Anyone deliberately straying into the lanes while they are operational will attract a fine of Rs. 2,000.&lt;br /&gt;These exclusive lanes were from Games Village to NH-24, turn left Ring Road upto Barapullah flyover, 4th Avenue, Lodhi Road, Safdarjung Road, Kamal Ata Turk Marg and Panchsheel Marg.&lt;br /&gt;"The exclusiveness of Games Lane on this stretch will be maintained from tomorrow up to October 16," Garg said.&lt;br /&gt;In addition to the above stretch, additional routes may also come for operation of exclusive Lane from the dates to be intimated later.&lt;br /&gt;"All road users are expected to maintain the sanctity of the dedicated lane. The organisers  had felt that constant patrolling by commandos may not make  sportspersons from other countries feel at home.  &lt;/span&gt;&lt;br /&gt;&lt;span style="font-size: 14px;"&gt;However, there would  be no deployment of Army personnel for the Games even though Cabinet  Secretary K M Chandrasekhar was in favour of colonel-level officers  acting as security advisors during the event. In another instance, the OC  lost out on revenue worth Rs 24.6 crore as it hired a firm for  consultancy on broadcasting rights. Of the two firms, SMAM and Fast  Track Events, London, the OC hired the latter, which had asked for a  higher commission percentage.&amp;nbsp;&lt;/div&gt;&lt;div id="p-tag"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div id="p-tag"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div id="p-tag"&gt;The OC also incurred a potential loss due to deficiency of  services. The CAG maintained that it was agreed to hire the firm in  question as a consultant only on the basis of suggestions made by the  Commonwealth Games Federation (CGF) president, Mr Mike Fennell, the  chief executive officer of CGF, Mr Mike Hooper, and Mr Kalmadi. No  detailed technical evaluation of bidders was carried out, the CAG  pointed out.&lt;/div&gt;&lt;div id="p-tag"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div id="p-tag"&gt;OC officials reportedly maintained that the firm did an  excellent job and exceeded the target of Rs 120 crore through sales of  TV rights. Each of the allegations will be  looked into. We can even ask the CBI to look into them.” &lt;br /&gt;&lt;br /&gt;The issue of alleged large-scale corruption in  CWG projects today rocked  Lok Sabha  with the entire opposition attacking the government, accusing it of  allowing "loot" of public money. The Left demanded a Joint Parliamentary  Committee (JPC) to probe the charges. &lt;br /&gt;&lt;br /&gt;Reddy, who heads the  Group of Ministers on the Games, was not allowed to respond to the  charges by the opposition, which wanted the reply only after a  full-fledged debate. &lt;br /&gt;&lt;br /&gt;Reddy said that he was not concerned with  the Games directly as the Sports Ministry was looking into it. "However,  I wanted to respond to it as the Chairman of the Group of Ministers. I  have been an MLA or an MP for 42 years. Never before has a minister not  been allowed to speak when he wanted to," the Minister said. &lt;br /&gt;&lt;br /&gt;Reddy said the CWG Organising Committee, which has been facing  allegations of corruption, should not be confused with government  agencies. &lt;br /&gt;&lt;br /&gt;"The Organizing Committee is a totally independent  organisation like the BCCI...If there have been problems and allegations  about the Organising Committee, the government can initiate enquiry.  All investigating agencies - CVC, CAG, Enforcement Directorate, FEMA  will act," he said. &lt;br /&gt;&lt;br /&gt;Asked about the delay in completion of the projects related to the Games, the minister said, "I would not completely deny it.” &lt;br /&gt;&lt;br /&gt;Reddy blamed shortage of labour in Delhi as one of the reasons for the  delay. The  leadership wants the investigation to take its own course and says  Kalmadi should have been more transparent.&lt;/div&gt;&lt;div class="txt" id="font_text"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="txt" id="font_text"&gt;But the party leadership also wants facts  on the alleged CWG 2010 corruption to come out. Sources say that the  government will issue a statement saying action will be taken against  the guilty. But the government is looking for more proofs before any  action is initiated. &lt;/div&gt;&lt;div class="txt" id="font_text"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="txt" id="font_text"&gt;The  government feels Kalmadi's exit just before the Games could be  embarrassing for the country. But the Opposition and especially the BJP  is likely to make the CWG corruption an issue in parliament on  Wednesday.&lt;/div&gt;&lt;div class="txt" id="font_text"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="txt" id="font_text"&gt;Congress  spokesman Shakeel Ahmed said: "We all want to know the answers. But our  priority is the Games. Law can take its own course later."&lt;/div&gt;&lt;div class="txt" id="font_text"&gt;&lt;br /&gt;&lt;/div&gt;&lt;div class="txt" id="font_text"&gt;"Everybody  wants to know the answer, if there has been problems in the CWG. Addressing a  press conference organised in the Games headquarters OC CWG Delhi 2010  Secretary General (SG) Dr. Lalit Bhanot said, “As per the deadline  obligations, the OC has started the initial process to take over all the  competition venues from 1 August. OC’s Venue Operations’ team has moved  to all the stadiums.”&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;“They have started assessing the situation, inventory along with the  service manager who is the representative of the venue owners. The  assessment will continue for few more days in case of bigger venues like  Jawahar Lal Nehru Stadium; and we are expecting early reports from  smaller venues,” the SG said.&lt;br /&gt;Dr. Bhanot added, “After getting the reports from our venue  operations’ team we will formally move into the venues. It was inaugurated on Thursday  by Sports Minister MS Gill and Chief Minister Sheila Dikshit at the Delhi University Campus. The Rugby Sevens event will be held at this venue, which has been built at a total cost of Rs 300 crore. The state-of-the-art complex, spread over an area of 10,000 metres, will also be the training venue for netball, boxing, women's wrestling and athletics.&lt;br /&gt;&lt;br /&gt;But elsewhere things don't look as good. The roof of the Yamuna Sports Complex, that will host the table tennis and archery events has collapsed. That will take at least two weeks to fix, something the Archery Association is not amused about. "Greater the delay, greater the cost and the compromise with the quality and problems will be created", said the Archery Association chief VK Malhotra.&lt;br /&gt;&lt;br /&gt;The Delhi Development Authority (DDA) is building the Yamuna sports complex says things are under control, a sentiment echoed by the  Commonwealth Games Organising Committee.  It's Secretary General Lalit Bhanot said, "The roof has not crashed, water blockage of drains is different from a roof collapse."&lt;br /&gt;&lt;br /&gt;This is not the first monsoon setback for the games. Last week rain water entered the badminton and squash stadia at another Games venue. All civic agencies have said the stadia will be ready on time. The Games, which begin on October 3, will have 17 disciplines to be held at six venue clusters and five stand-alone stadia. Book train travel as soon as they are open for booking on your dates.(Booking is usually opened three months before date of travel for long distance trains)&lt;br /&gt;    * Book taxis with at least two different operators. Booking amounts may not be high compared to US/Europe standards so use your cash leverage to get a Plan B&lt;br /&gt;    * Try to get exact information from tour operators. Or the bus number which will leave on the booking date!&lt;br /&gt;    * Do not trust assurances like "Don't worry it will be done by the time you are here". Being a host city for CWG, Delhi is undergoing major face lift to build adequate infrastructure by 2010.&lt;br /&gt;&lt;br /&gt;The emphasis is placed on overall city beautification, traffic management, parking space, security and health services. Come October and 8,000 athletes, over 10,000 visitors and  30,000 volunteers would land in Delhi from 71 different countries. But,  are we both as a nation and as individual citizens prepared for the BIG  event?&lt;br /&gt;&lt;b&gt;Let's have a reality check...&lt;/b&gt;&lt;br /&gt;&lt;b&gt;Is the  Infrastructure Ready?&lt;/b&gt;&lt;br /&gt;Common man knew from the year 2003 that  the Games are coming. Yet, the government sprung into action just over a  few months back, when the clock's hand started ticking harder in its  head.&lt;br /&gt;Benjamin Franklin once said, "He that rises late must trot  all day." And that is just the case here. Since the start of the  construction, dozens of construction workers have died and even today  thousands are laboring in unsafe conditions. Michael Fennell, the head  of the Commonwealth Games, has openly expressed his disappointment with  the pace at which the construction has been going.&lt;br /&gt;&lt;b&gt;The stadiums  are scheduled to be finished in June.&lt;/b&gt;&lt;br /&gt;&lt;b&gt;Security Concerns&lt;/b&gt;&lt;br /&gt;Security  is yet another major concern. The recent case of shifting IPL to South  Africa once again leaves us with the question, "Would it be truly safe?"&lt;br /&gt;To  avoid any Lahore-like attack, the Centre has sanctioned nearly Rs 330  crore to Delhi Police to upgrade its inventory and equipments, which  includes X-ray scanners, Door Frame Metal Detectors, Hand Held Metal  Detectors, vehicles, communication equipment, etc.&lt;br /&gt;Home secretary  G.K. Pillai has ensured that there would be 2,000 CCTV cameras operating  on the roads apart from those inside the competition venues to ensure  the safety of the athletes, visitors and the citizens. There seems no  credible threat to the Commonwealth Games, yet the government is taking  all precautions.&lt;br /&gt;Though Michael Fennell is satisfied about  security arrangements here, yet he is still concerned about ticketing,  food quality, logistics and accommodation.&lt;br /&gt;&lt;b&gt;Traffic in Delhi&lt;/b&gt;&lt;br /&gt;A  lot has been done, yet the need still prevails. The Indira Gandhi  International Airport has witnessed the formation of the longest runway  in Asia, 4.43 meters, for double sided landing and takeoff to  accommodate the huge air traffic.
